It is the policy of the Copiah Jefferson Regional Library
to:
(a) prevent unauthorized access and other unlawful
online activity;
(b) prevent
unauthorized online disclosure, use, or dissemination of personal
identification information of minors; and
(c) comply with the
Children’s Internet Protection Act (Pub. L. No. 106-554 and 47 USC 254(h).)
To the extent practical, technology protection measures will
be used to filter internet sites deemed inappropriate for underage
viewers. Specifically, as required by the Children’s Internet Protection
Act, filtering shall be applied to visual depictions of material deemed obscene
or child pornography, or to any material deemed harmful to minors.
Technology protection measures may be bypassed:
- · for adult patrons (18 yrs or older) who:
- · present an active library card
- · have a signed computer agreement on file
- · have paid all overdue fines
- · specifically ask for the protection to be bypassed
- · work at designated workstations only
for adult out-of-town visitors (18 yrs or older), at the
discretion of the librarian, who:
- · sign a computer agreement form
- · specifically ask for the protection to be bypassed
- · work at designated workstations only
for patrons under the age of 18 who:
- · present an active library card
- · parent/guardian has signed a filed computer agreement for the child
- · have paid all overdue fines
- · specifically ask for the protection to by bypassed
- · are accompanied by a parent/guardian (parent/guardian must stay on-site)
- · work at designated workstations only
Supervision and Monitoring
Child Internet Protection Act
Under no circumstances is any library staff member to
volunteer to override internet filters and/or other security measures.
It shall be the responsibility of all members of the Copiah
Jefferson Regional Library staff to supervise and monitor compliance of the
aforementioned policy.
This Internet Safety Policy was adopted by the Regional
Board of the Copiah Jefferson Regional Library at a public meeting, following
normal public notice, on March 7, 2002.
TECHNOLOGY PROTECTION MEASURE. Any specific technology
that blocks or filters Internet Access to visual depictions that are:
OBSCENE, as defined in section 1460 of title 18, United
States Code;
CHILD PORNOGRAPHY, as defined in section 2256 of title 18,
United
States Code; or
HARMFUL TO MINORS.
HARMFUL TO MINORS. Any picture, image, graphic image
file, or other visual depiction that:
taken as a whole and with respect to minors, appeals to a
prurient interest in nudity, sex, or excretion;
depicts, describes, or represents, in a patently offensive
way with respect to what is suitable for minors, an actual or simulated sexual
act or sexual contact, actual or simulated normal or perverted sexual acts, or
a lewd exhibition of the genitals;
taken as a whole, lacks serious literary, artistic,
political, or scientific value as to minors having the meanings given in
section 2246 of title 18, United States Code.

Policy’s Procedural Implementation
No one, regardless of age, is allowed to physically type on
a public computer unless they have their card with them.
No patron under the age of 18 is to be in the AREA of the
public computers unless he/she has their card with them *OR* are with their
parent/guardian. (Signage regarding this particular situation would be
appropriate.)
